The fourth wave will almost certainly be different

We've been hearing about an imminent "fourth wave" of virus infections for weeks now, yet cities and states continue with their gradual (and sometimes express) reopening plans by loosening more and more restrictions and reopening the economy after a challenging year.

So what gives? Why would states charge ahead with their reopening plans when cases are plateauing and in some states increasing?

In my amateur opinion, it's pretty simple - the people getting infected now aren't our most vulnerable who often require hospitalization. A large majority of the most vulnerable people in our population have already received one or both of their shots by now, so they are highly unlikely to get sick to the point of needing hospitalization.

We're certainly not out of the woods yet, but I have a strong feeling the "fourth wave" will prove to be far less troublesome than the first three. Let's hope my hunch is right.

I seriously think it's because of the media pushing these stories out everyday, left and right with the same foreboding undertone.

Lots of truth there I think. Govts have a tough job and have to walk a fine line between science, health and keeping the economy open so people can live their lives. I suspect what your wrote plus other factors plays into the logic of reopenings now. Of course there's always politics too.
